Europe's largest center for applied research has opened a new office in Moscow in an effort to promote technology transfer and expand strategic partnerships in the world's largest country. Fraunhofer Gesellschaft, which provides contract research services to governments, multinational corporations and small- to medium-sized companies, is keen to tap into the Russia market for new business opportunities. Focused to move ideas quickly out of the lab and into the market, the group aims to help research organizations, startups and established businesses of all sizes to turn their innovative ideas into successful products and services. We want the office to act as a bridge between the Fraunhofer Institutes and the Russian scientific and industrial communities, said research center president Hans-Jorg Bullinger, at the Moscow opening in November, 2005. Our aim is to establish new partnerships and strengthen existing ones. Tradition of Cooperation Fraunhofer already has a tradition of cooperation with Russian scientists and engineers in aviation, transport, telecommunications, and construction. For instance, researchers from the Fraunhofer Institute for Factory Operation and Automation and the Russian Institute of Aviation Systems, together with the Moscow State Automobile and Road Technical University, have been working on a tamper-proof system, based on RFID (radio-frequency identification) technology, to mark and identify aircraft spare parts. Another example: the Fraunhofer Institute for Integrated Circuits has been collaborating with scientists at St. Petersburg State Polytechnical University to develop new integrated circuits that can be used in communications systems and metrology. The Moscow office opening comes just months after the German and Russian governments agreed in early 2005 to increase cooperation in the areas of research and education. More than 550 university partnerships already exist between both countries. Through various programs, Germany is supporting exchange programs to the tune of around 17 million [euro] (US$20.2 million) yearly. Fraunhofer sees huge potential in Russia but not without its challenges. While the U.S. accounts for around 40 percent of the global market for technical innovations in several areas including electronics, software and biotechnology, Russia claims only 0.5 percent, the German Federal Agency for Foreign Trade (Bundesagentur fur Aussenwirtschaft--BFIA) wrote in a recent report. The Russian government, which has been profiting from huge demand for its mineral resources and real estate, has shown limited interest in investing in risky new scientific projects, according to BFIA. Confusing and Frustrating The current state of research in Russia is both confusing and frustrating, BFIA writes further in its report. Most government concepts aimed at restructuring R&D in the country are poorly conceived and, in some cases, contradictory. The Russian ministry for telecommunications (Mininformsvjazi), for economics (MERT) and for industry and energy (Minpromenergo) as well as the ministry for education and science, are currently pursing research and innovation policies that have no common line and, equally worrisome, are introducing measures that frequently undermine each other. Intellectual property rights pose another problem, according to BFIA. The Russia government demands IP ownership for all scientific discoveries that emerge from federally funded R&D projects. Under the current regime, organizations and companies can only apply for licenses to use IP-protected innovations. That means that a significant share of innovation originating in Russia is in the hands of an owner that can neither finance R&D adequately nor market it properly, BFIA writes. …" @default.
