PASSIONATE HUMILITY IN INTERPRETIVE POLICY AND ADMINISTRATIVE ANALYSIS The whole point of a semiotic approach to culture is...to aid us in gaining access to conceptual world in which our live so that we can, in some extended sense of term, converse with them. Clifford Geertz (1973, p. 24) Much of what has been written and published in last 10-15 years on interpretive policy and implementation analysis begins and ends by arguing on philosophical grounds with positivist presuppositions of field.1 My starting point here is that we are beyond need to argue for interpretive approaches to policy analysis. The question that concerns me in this essay is, What if we were to start our research (and other practices) with assumptions of multivocality and incommensurability (rather than discover them in process)? I want to assume first part of Geertz's statement: need and therefore desire to gain access to conceptual worlds in which policy subjects live. How shall we do so? I wish to develop my argument inductively, building from field experience up to theoretical matters, with reference to my own work: an interpretive and reflective exercise. That makes me subject I am trying to converse with, which is a bit awkward. It is an enactment of what I am arguing, and also very pragmatic; and so I will proceed. ACCESSING CONCEPTUAL WORLDS I began an implementation study out of three years of participant-observation.2 I was in field at what might be called the point of program impact.3 Other interpretive studies of public policies also focus on action, whether legislative, implementory or evaluative.4 These studies typically compare statements (of intent) with actions-not only acts, but also language and physical artifacts used in those actions?working simultaneously with various meanings of policy. It is common in textbooks to find multiple definitions of policy, as a statement of intent, a reflection of accepted practice, and so on. These usages themselves reflect different points of time in an evolving policy process and different levels of action and their points of view. In this sense interpretive analysis shares with postmodern writing an appreciation for multiple and overlapping timings and situatedness of knowledge in action and in production.
