The applications include multimedia transmission, teleconferencing, videophone, high-definition television (HDTV), CD-ROM storages, etc. The hybrid coding techniques based on predictive and transform coding are the most popular and adopted by many video coding standards such as MPEG-1/2/4 [1] and H.261/H.263/H.264 [2, 3], owing to its high compression efficiency.
