- W1545653091 abstract "The general consensus of regime cycle theorists is that George W. Bush was a “regime manager” trying to advance the political project established by Reagan. Unlike his father, however, Bush came to power after an opposition interlude, placing him in the position of restoring the Reagan agenda. This paper is part of a larger project that constitutes a comparative analysis of all “restoration presidents” – presidents from the dominant party who come to power immediately following opposition presidents – to determine the extent to which they can act as free agents or are bound by prior commitments. This paper focuses on the 19th century examples of this category – those presidents who established the pattern for leadership of which Bush is the latest exemplar. Specifically, this paper focuses attention on the Jacksonian Democrats following the Whig presidencies (Polk and Pierce) and the Republicans following the two Cleveland administrations (Harrison and McKinley). Exploring the common elements among this group of presidents will allow me to extend this study to the 20th century examples. If, then, Bush represents a “restoration” of Reagan conservatism following the Clinton interregnum, the lessons learned from similarly-placed presidents in the 19th century may help us evaluate both Bush’s performance as president and our current placement in political time." @default.
