In order to fulfil these goals the analysis will include interpretative and reconstructive elements. The approach is to contextualise local government instability, to identify a theoretical point of departure, to analyse the factors contributing to political instability and the formulation of strategic perspectives towards 'breakdown' or 'breakthrough'. 1. INTRODUCTION There are no opportunities for the youth--you are sitting with matric certificate--no job opportunities--full of nepotism and political fights here. (1). This and other complaints echoed across South Africa in the post-2009 election months. Orange Farm, Diepsloot, Thokosa: names reminiscent of a list of 'areas of unrest' from the apartheid era again filled headlines. In big cities, the at times violent marches of striking workers left the Central Business Districts littered and desolated. In one instance, police ran out of rubber bullets. These strikes affected sectors ranging from doctors and hospital staff, construction workers at the 2010 World Cup sites, taxi operators, municipal workers, students, mineworkers, workers at the South African Broadcasting Corporation (SABC), and even the already besieged Eskom, with unions threatening to plunge the country into darkness. (2) All this was emphasised by violent clashes in townships over service delivery and intervention by central government in provincial and local government, in order to attempt to restore service and order, or to bail out bankrupt administrations. This led Time International to report: After a rousing May vote that saw scandal plagued African National Congress leader Jacob Zuma elected President on a populist ticket, his charmed leadership has hit the rocks. With nearly 250 000 jobs eliminated in recent months, labour unions have taken to the streets in protest. (3) President Zuma's retort was rapid: Foreign media reports portraying South Africa as a country seized with unrest because of the past fortnight's service delivery protests were unfounded. (4) This sounded hollow, particularly against the background of the international recession; political unrest within the African National Congress (ANC) and the broader ANC alliance; the reshuffling of corrupt officials (notably the appointment of a new police commissioner who promptly suggested a moratorium on the release of crime statistics, a remark he now denies); a very high crime rate; instances of xenophobic violence in which young men still hunt kwerekwere (foreigners); (5) and the flickering flames of the burnt-out Ngaka Modiri Molema District Municipality in Mafikeng. (6) The violence and intolerance unleashed at Sharpeville that spread through Soweto in 1976 and that afflicted the country during the 1980s and 1990s are now resurging in different forms; the post-election environment in South Africa is very unstable. Rules are changing as the system tries to cope with elevated expectations, local government instability, and competing and entrenched networks of dysfunctional elites. Thus, the post-2009 election environment, characterised to a large extent by civil protest, unrest and economic decline, places South Africa at a very distinct juncture in its history. As will be indicated in this article, a spirit of revolt that ignites at a moment's notice is part and parcel of the 'Rainbow Culture' in South Africa. The problem that this article concerns itself with is the reconstruction of the post-2009 election environment and the provision of an analytical and strategic context for this turbulent period, with the focus on local government instability.
