The coup and the ensuing collapse of the empire have made this position indefensible. President George Bush's praiseworthy September 1991 initiative to unilaterally remove nuclear weapons from land and sea and to consult with Moscow on further cooperative cuts and operational restraints on strategic forces reflects the need to redesign nuclear strategy. Yet, despite this seemingly dramatic initiative, fundamental changes in U.S. nuclear strategy, targeting, and force levels remain to be made. The upset of conservative leaders of the military-industrial complex has virtually eradicated the threat of military expansionism that had prompted some American officials to eschew deeper cuts. Ineluctable political and economic pressures dictate a massive conversion of Soviet society: Whereas before the failed coup society served the military-industrial complex, today this complex must be rebuilt to serve society. This shift warrants far more extensive nuclear force reductions than either START or Bush's and president Mikhail Gorbachev's initiatives propose. Even after the Bush-Gorbachev pledges and START are implemented, the United States would be left with about 8,000 strategic nuclear weapons plus an additional 2,000 or so tactical bombs, while the Union would retain at least 5,000 strategic weapons plus perhaps 4,000 tactical bombs (though no precise accounting is available).
