- W1551938956 abstract "日本では開発事業とともに自然生態系は消失する一方である。その解決手法として、諸外国で普及している代償ミティゲーション（生物多様性オフセット）の概念が注目されており、日本でも導入の必要性が議論されている。本研究は、代償ミティゲーション事業実施の直接の根拠となるノーネットロス政策の起源と変遷を、既存文献およびインタビュー調査によって明らかにすることを目的としている。その結果、最初にノーネットロスの概念を提示したのは米国内務省魚類野生生物局が1981年に発表した「ミティゲーション政策」だった。一方、代償ミティゲーションが法制度化されたのは1958年の魚類野生生物調整法改正である。当初の代償ミティゲーションはその目標や定義が不明瞭で、失敗することが多かったため、後のミティゲーション政策でノーネットロスの概念が導入された。" @default.
