- W1559944867 abstract "The pivotal Jamaican agricultural programme of the 1980s, AGRO 21, has so far been analyzed solely in terms of its failures, and its inability to advance agriculture. Such an approach obscures important transformations instituted withinJamaica 's body politic. AGRO 21 represented a sea-change which shifted the target of agricultural production away from land-based working people to agrarian entrepreneurs. It effected this partly by reduc ing the Ministry of Agriculture into a secondary status, and limiting the roles of land-based working people. Thus, beyond its failures, AGRO 21 concerns the successful repositioning and transitioning of theJamaican state to a different accumulation process, suited to the current neoliberal globalization agenda. The project also signalled a new state identity ? the basis for a transformed state/nonstate relationship. If the widespread consensus of the 1950s and 1960s was that the future belonged to a capitalism without losers, securely managed by national government acting in concert, then the late 1980s and 1990s have been dominated by a consensus based on the opposite set of assumptions: namely that global markets are basically uncontrollable and that 'the only way to avoid becoming a loser ? whether as a nation, or organization, or an individual ? is to be as competitive as possible (Paul du Gay, 2000: 349). In this paper, I examine the state's role under an emerging neoliberal globalization project. I would like to shift the discussion of the 1980s, par ticularly the role of AGRO 21, away from the typical focus on failure and inappropriateness of technology, to which it has been subjected and instead to recast the 1980s as the start of a sea-change in the policy orien tation of the Jamaican state. Following the creditors' guidelines, the Jamaican state attempted to ensure capital a leading role in the agricul tural sector. It did so in many ways, reminiscent of the 1960s, but with" @default.
