Among the files being destroyed are those concerning family services, adult and elderly services, Superior Court services, social work services in hospital settings, and foster care. Adoption files are exempt from this program of and are being preserved for the information contained in them about the adopted person's biological family and history. It is foster care files that are of particular concern here. The position taken in this article is that for social workers the of foster care files represents an abandonment of their professional principles due to pressures arising from the increasingly juridical nature of child welfare work.Foster care services are, for the most part, provided within the context of child protection services. In Montreal, prior to April 1, 1993, the non-Jewish anglophone communities were served by the publicly funded full-service social service agency formerly known as Ville Marie Social Service Centre. Since the reorganization of social services instituted in Quebec on April 1, 1993, the child protection branch of Ville Marie has joined with four other youth and reception centres to form one large anglophone child welfare or child protection agency.* The responsibility for overseeing the of foster care files was carried over from all the units involved in the reorganization and incorporated in the new agency's mandate. The process examined here, however, is the internal review that took place in Ville Marie (where the bulk of the youth protection mandates in the anglophone sector were held) just prior to the reorganization.Ville Marie was slow to provide the Ministry with a calendar for the of files. In the fall of 1992, a limited, internal consultation process was finally undertaken within the agency to consider the destruction of files issue. The Clinical Staff Advisory Committee, as it was then known, was charged with making recommendations to the Senior Management Committee on the parameters, criteria, and process for the conservation and of files of children who had been in foster care for five or more years. It was the clear implication of this charge that files of children in foster care for less than a period of five years would be destroyed. It was also clear that destroying files was a troubling issue for many members of the agency--none more so than the members of the clinical staff, those who were in direct contact with clients. By the end of its mandate, the subcommittee influenced the agency to request modifications to the provincial policy. As one of the last agencies to submit a calendar, Ville Marie was a holdout agency in the province in terms of submitting a calendar and embarking on a program of destroying files.Issues identified in the consultation process (in which the author participated as an ad hoc committee member), guide the discussion undertaken here. First, however, the legal framework for the proposed of files is described, followed by the debates that have emerged in this issue--those in favour of versus those in favour of preservation.
