When occurring, many have to do with bio- geographical conditions, available infrastruc- ture, institutional efficiency and the social dynamics of the region. Much of the effec- tiveness of actions aimed at prevention and recovery lie in the social response, whether that impact is fatal or not. The question is how to influence the social dynamic, both group-wise and individually, to determine what people are willing to do, how and when, to safeguard their life. This article encompasses extreme weather events as factors that demonstrate the vulner- ability of a system and how the risk conditions under which people live are perceived, thought of and acted upon, which may trigger changes in their situation or to continue depending on institutional norms and actions.
