- W1566557383 abstract "This study proposes a new model for assessing partnership in broadband projects, highlighting the interaction of project partners to see how different groups work together toward expected outcomes. This cooperative approach is important because public sector programs like BTOP (Broadband Technologies Opportunity Program) in the United States usually require cross-sector cooperation among local governments, community groups, and private telecommunications firms. Successful partnership determines success by smoothing the process and empowering the participants. However, the assessment of partnership is rarely considered by policymakers and researchers. This study tries to contribute to a better knowledge of these partnerships: their strengths and weaknesses, advantages and disadvantages.This study builds upon social capital and development program theories. As defined by Putnam (1993), social capital is a set of “horizontal associations” among people that have an effect on building personal capacity and collective community. In analyzing the implementation of development programs in developing countries, Brown & Ashman (1996) proposed a model for cross-sector cooperation, arguing that social capital is related to the success of cooperation among participants from different sectors. Brown & Ashman divide the process of cooperation into framing problems, setting directions, implementing chosen solutions, and catalyzing new initiatives. Participation, conflict, and negotiation continue until problems are solved. Building partnerships allows the sharing of scarce resources, delegating responsibilities, and managing risks. However (in the realm of telecommunications development) the International Telecommunications Union has warned that the creation and maintenance of partnerships among different sectors requires that several challenges be overcome, most notably ensuring financial and political support. Partnerships must articulate clear goals, elaborate strategies that consider the strengths of different partners, and exercise efficient management of the partnership. Clear communication, built upon trust and transparency, is essential for conflict resolution and yielding positive results. Successful partnerships also need to be flexible enough to adapt to differences in the culture, resources, and interests of different stakeholders.Building upon this theoretical foundation, this paper proposes a model for assessing such partnerships in projects related to advancing an information society. To make this model workable for community broadband projects, this paper takes a qualitative research approach to policy documents, government reports, news reports, and project websites. The results of field investigations and interviews in Philadelphia, San Francisco, and Pittsburgh in 2011-2012 will be used to support arguments for applying the proposed model and determining its use in assessing participation and cooperation." @default.
