Her export prowess has quietly grown into a major challenge that is social and cultural as well as economic. This new competitiveness presents a major dilemma: either reform many of our basic institutions such as savings patterns, management, industrial relations, and education in an effort to adjust and reinvigorate our own system, or adopt a protectionist stance, step back from international free trade, and forfeit the growth and benefits it has brought. This dilemma is only spasmodically perceived at present, but the prospect is for growth in Asia to be twice as rapid as it will be in Europe and North America in the next decade, which indicates that the dominant historical trend of the next quarter century will probably be the rise of Industrial Asia. Time is not going to be charitable. International economics is hardly the usual, and certainly not the most inspiring, context for a consideration of education. Obviously, taken to an extreme, it can have a depressing effect on the spirit of instruction and on the creation of human values in our schools. All the same, like it or not, international economics is a major influence on our society today and a major consideration behind the calls for educational reform. It provides a ground for broad consensus on the need to raise basic standards. Naturally, then, a great deal of interest has been focused on Japanese schooling in the last few years.
