- W156972126 abstract "According to Natasha Boldthen, the trouble started when she was in the seventh grade in Independent School District No. 2397 in Le Sueur, Minnesota.(1) On 11 September 1986 a parent called the principal of Le Sueur Elementary School, complaining that her children had reported seeing a student named Natasha exiting the school bus at their school rather than at her regular stop and carrying cigarette papers in her flute case. The parent expressed concern about possible drug use in the school. After determining that the named student attended the secondary school, the elementary principal reported the matter to the secondary principal, Judy Maethner. The following day, Maethner instructed Edward Blumhoefer, who was in charge of discipline at the secondary school, to speak to Natasha regarding the bus-exiting incident, but she instructed him not to inquire about the cigarette papers. Blumhoefer summoned Natasha to his office, which was small. When she entered the confined space, Blumhoefer closed the door, which he had not done with the other students Natasha had seen as she anxiously awaited her turn. Sitting behind his desk, Blumhoefer leaned across it and peered at her over his glasses. When asked whether she had gotten off the bus at a stop that was not her own without the required note, Natasha initially responded that she hadn't, thinking of another occasion when she had done so with the requisite documentation. When she was reminded that the question referred to the previous day, however, Natasha changed her response to yes. Blumhoefer raised his voice and repeatedly asked her whether she was telling the whole truth. When her assurances that she was being truthful were apparently not accepted, Natasha became visibly upset and started to cry, whereupon Blumhoefer proclaimed more than once: If you're not lying, why are you crying? During the interrogation, Blumhoefer repeatedly threatened to phone Natasha's mother, lifting the receiver, dialing, and hanging up before it started ringing.' After she continued to insist that she was telling the truth, Blumhoefer ultimately did phone Natasha's mother, Katherine Boldthen. He reported the bus-exiting incident. Mrs. Boldthen asked to speak to Natasha and found her quite upset. Later that day, Natasha's parents came to the school to take her home early. They asked Blumhoefer why he had called Natasha into his office. Unsatisfied with his unspecific explanation, they went to see the superintendent, J. Gary Hayden, who promised to investigate. After doing so, he apprised the Boldthens of the information received from the unidentified other parent. When told about the cigarette papers, the Boldthens insisted adamantly that Natasha used them to clean her flute. They were upset by the implied accusation that she was involved in drug use. Soon thereafter, the Boldthens instituted a series of complaints to the superintendent and to the school board about the alleged harassment of their daughter. They were not satisfied with the response, which they perceived as inaction. Meanwhile, Natasha perceived a pattern of continuing intimidation by Blumhoefer, Maethner, and Hayden. They followed her in the hallways, glared at her in the cafeteria, and sat behind her during classes. Blumhoefer showed up at her cheer-leading practices and glared at her. On one occasion, he substituted in one of her classes and stared at her from behind the desk. On another occasion, he used his vehicle to block her mother's car from exiting a grocery store parking lot. His daughter joined Natasha's 4-H club rather than one of the other six clubs in the county. Principal Maethner frequently parted Natasha on the back or on the hand, although she was supposedly under orders to avoid contact with her. Starting with the Blumhoefer incident, Natasha experienced mounting psychiatric problems.
