Sehingga tugas Pokok HIPPAM Tirto Sari Desa Cemeng adalah menyelenggarakan pengelolaan air minum guna meningkatkan kesejahteraan masyarakat. Fungsi HIPPAM Tirto Sari adalah pelayanan umum dan jasa, penyelenggaraan kepentingan umum dan peningkatan pendapatan daerah. HIPPAM (Himpunan Pengguna Air Minum) Tirto Sari dalam melayani pelanggan air minum mengalami masalah dalam pengelolaan data administrasi sistem pembayaran air, permasalalahan tersebut adalah Sistem Administrasi dilakukan secara konvensional dalam pencatatan rekening pelanggan air minum, masalah lain yang ada di HIPPAM adalah lambatnya pelayanan dalam pengadaan rekening pembayaran air. Sistem ini diharapkan dapat memberi solusi untuk meningkatkan pelayanan dan kinerja petugas HIPPAM Tirto Sari dalam hal pengelolaan data administrasi pengguna air minum agar lebih efektif dan efisien.
