- W1570344560 abstract "今日，環境への意識が高まり，開発一辺倒の政策ではなく，地域ごとの必要に応じた開発あるいは自然環境の保全が求められるようになった。河川の環境も同様で，各地で開発行政に対する反対運動が頻繁に起きるようになった。こうした流れを受け1997年に河川法が改正され，河川整備計画の立案に当たって地域住民の意向を反映することが求められるようになった。「矢作川方式」は，1960年代から1970年代にかけて，地域住民によってかたちづくられてきた河川整備のための方法である。それゆえ，この方式は今日いたるところで高く評価されている。この方式はすでに幾度か，他の環境問題へ適用を試みられてきた。しかし充分な成果を挙げたものはない。本論では，こうした外挿の失敗例が何を取りこぼしたのかを特定することを目的とした。そしてその本質を追究するため，この方式の成立過程と，それにかかわる社会運動を歴史的に概観した。それによりこの方式の本質は，厳格なルール，監視体制，あるいは抗議運動といったものではなく，被害者と加害者との間での相互理解と協議体制であったことをつきとめた。かつてこの点を強調した議論はなかった。そのことが，この方式の外挿の失敗につながったのではないかと推測される。" @default.
