• W1577337577 abstract "For a broad range of economic sectors, market liberalization and privatisation have been the predominant public policies in many countries during the nineties. Reasons behind this policy orientation are very complex, leaving place for a large array of academic debates. However, little attention has been devoted to the consequences of these far-reaching policies for the policy process itself. In this paper we move towards this question, considering policy networks a basic indicator for the characteristics of policy processes. Thus, we wonder to what extent a policy network really changed as a result of the opening up of the market. Considering that a successful market development –to achieve the efficiency objectives aimedwould require a type of policy process focused to guarantee a competitive environment, and not only the formal introduction of new market rules and the establishment of new regulatory institutions, we analyse the effective transformation of a policy network during a process of market liberalisation. Based on two surveys (1996 and 1999) of the relevant network actors, we present an empirical analysis of the evolution of telecommunications policy network in Spain during the period of market liberalisation. Our main results show that the basic structure of the policy network hardly changed during those years, and also that most actors’ aspirations for active public intervention were maintained after the effective introduction of the new market rules, although the level of the expected competitive environment increased. From these results, we conclude that uncertain consequences can derive from market liberalisation policies, in terms of the efficiency objectives claimed when these policies were launched.
