- W1581975554 abstract "The Temporary Assistance to Needy Families (TANF) program created by the federal welfare reform legislation of 1996 was based on the fundamental American notion that able-bodied adults should work, both as a means of providing sustenance to themselves and their families and as a moral imperative. In incorporating the work mandate into the welfare program, however, the legislation endorsed two competing philosophies of the role that work should play in a welfare program. One philosophy defined work as paid employment, which was viewed as the outcome desired for each welfare recipient. The time-limited period of welfare receipt was to be devoted to resolving personal and structural problems that impaired the recipient’s employment prospects. The other philosophy defined work in terms of effort, whether paid or unpaid, that should be engaged in by recipients in exchange for their welfare benefits. This philosophy demanded that recipients work while receiving welfare, even if doing so undermined strategies aimed at their eventual participation in the paid workforce. Both philosophies are reflected in the legislation creating the TANF program. The “welfare-to-work” approach, which is preferred by most states, is reflected throughout the provisions defining the TANF program. A key provision, however, is based on the “work-for-welfare” approach, and requires states to devote substantial effort and resources to devising and enforcing work activities for recipients. States, ostensibly given new flexibility by the 1996 legislation, have struggled to implement state policies that give priority to long-term employability, while at the same time meeting the onerous federal demand that 50% of the caseload be engaged in “work activities” for thirty hours each week. As Congress considers its second reauthorization of the TANF program, it is imperative that program objectives and performance measures be reconciled. Cost considerations, state policy preferences, practical constraints on any government relief program, and the logical corollaries of a time-limited benefit program all militate in favor of a full commitment to the goals of developing in welfare recipients the capacity for self-support, while continuing as a source of aid for persons whose physical and mental limitations disable them from full-time work." @default.
