Computers are extensions of these traditional tools. The popularity of microcomputers is presenting a major challenge to educational institutions, as they face the need to train students, faculty and staff in microcomputer use. In response to this challenge, Ferris States University (FSU) created the Office of Academic Computing in 1982. This office provides direction in the acquisition and implementation of microcomputers on campus. The Office of Academic Computing has developed and offers a series of free on-campus workshops, step-by-step training materials and VCR training tapes for Ferris faculty and staff who want to acquire computer skills. Participants in the workshops receive a kit of software tools. This basic computer toolkit consists of a word processor to enhance writing skills; a spreadheet to assist in statiscial, financial and mathematical analysis; and a database manager to facilitate recordkeeping. I order to help employees learn to use these tools productively, the office provides telephone support, a magazine reading room and a staffed microcomputer lab. Four Elements of Computers Literacy To better explain what the Office of Academic Computing is trying to achieve by introducing a computer toolkit, we need to define computer literacy. Many definitions of computer literacy have been proposed. Ours includes the following elements: * a conceptual understanding of the component parts of a computer system and how they interact, and the ability to use common computer terminology correctly; * a conceptual understanding of what computer software is and the process involved in creating an elementary computer program; * an understanding of some of the social, ethical and educational issues brought about by the advent of computers; and * the ability to use several software packages productively, including a word processing program, a spreadsheet and a database manager. The first three elements in our definition of computer literacy can be acquired by attending a lecture/demonstration or by reading a book about microcomputers. The learner can quietly sit and absorb the presented material and concepts. However, the fourth elements can only be achieved by actually using hardware and software. Picking the Software for the Toolkit When the selecting programs for a computer toolkit, there are four options. The user could, in some settings, write original programs. Writing high-quality programs is extremely time-consuming and requires skills that the majority of computer users do not possess. Therefore, this option was not considered a viable alternative when designing our computer toolkit. IT was more plausible to either acquire software through the public domain, purchase proprietary programs, or use freeware/shareware. Public-domain software consists of programs that various authors create and place into the public domain for use by anyone. There is no monetary payment required, and no restrictions apply to the use or distribution of the program. Public-domain software can provide additional tools for the basic microcomputer toolkit. To date, however, the public domain does not offer a full-featured spreadsheet, word processor or database manager. Unlike public-domain software, proprietary software is created as a commercial venture, and usage is regulated by United States copyright law and often by a licensing agreement as well. Typically, the purchaser is restricted to making a single backup copy, prohibited from giving copies to others and forbidden to modify the program in any way.
