- W1587996010 abstract "The post-war reconstruction of Bosnia has been one of the most challenging international peace-building endeavors. Most - if not all - mediation efforts have failed in this region. In this paper we are interested in furthering our knowledge on the essentials of the mediation processes that take place as part of wider state building efforts in the post conflict international environments. For this propose we analyze interesting episode; the fall of 2009 where two separate, but coterminous, mediation attempts were made by the EU/US and Turkey to secure Bosnia’s sovereignty and territorial integrity. More specifically, we ask why the EU/US’s Butmir process achieved little success while Turkey’s mediation led to a number of breakthroughs in the region. The results of the Mill’s most-similar systems’ comparison suggest that some of the conventional predictors of mediator success, such as manipulative strategies, power, resourcefulness, and impartiality played little role in these cases. Rather, Turkey’s low level, facilitative intervention strategy, coupled with its ability to offer immediate concrete incentives and its characteristics as a not-so-neutral, rising power were found as critical variables determining successful outcomes." @default.
