- W1593643415 abstract "Traditional development thinking has been that the majority of the poorest people live in rural areas. However, many cities in developing countries are failing to cope with the swell in urban populations due to migration, and in many cases the increase in urban populations is expected to continue to grow exponentially. This project aims to highlight and improve the traffic safety problems of the growing numbers of urban poor in developing world towns and cities. The objective of this research was to explore the use of the Urban Safety Management (USM) approach that has been formulated and used in more industrialised countries, and provide support and guidance for its application in developing countries. The project aims to highlight the safety problems of transport of the growing numbers of urban poor in the towns and cities of the developing world. This report describes a case study conducted in Cirebon (Indonesia) in which the USM approach was applied to the road safety problems of a developing country. The study is thus part of the aforementioned larger project to develop USM guidelines for developing countries. A parallel study in Bangalore was chosen to illustrate the detailed analysis and planning of a local area improvement scheme as a first experimental step before developing a city wide USM strategy. Cirebon, being a relatively smaller city, was intended to be an example of a city wide strategic approach to USM. The approach relies on considering a wide variety of information. While no USM scheme can be planned in the absence of a suitable political and economic climate (and environmental, social and livelihoods issues are also important factors that need to be considered), this case study concentrated on the most important traffic and transport factors. These included accident statistics, attitudes and concerns of the road users and key stakeholders, road network hierarchy, road geometry and land use, traffic flows, vehicle speeds, journey times, and social and business needs.
