Even the 4law and order' type of administration usually considered to be the most fundamental function requires that roads of some sort be built to facilitate the movement of armies, police forces and the tax collectors to pay for them, and that buildings be erected to house them. The position is much clearer in the case of the more advanced 'development administration', for if agricultural and other production is to be expanded to raise the standards of living and thereby the taxable capacity of the population to finance further development marketing the produce requires a system of communications to be developed; and if health and education facilities are to be expanded, hospitals, schools and staff housing need to be built. Furthermore, as the country becomes more settled, surveying of certain areas becomes important to avoid endless disputes and litigation over the location of boundaries. Public Works Departments which carried out the required road making and building erection and boundary surveying are often ignored, or at best inadequately treated, in studies of the development of civil services, but they are vital to a fuller understanding of how the rest of the civil service has grown and has operated. That public works were essential to administration in British Central Africa, both for law and order and for development purposes, was realized from the outset by Harry Johnston, the first Commissioner and Consul General. Among the very small handful of men whom he immediately appointed to his nascent civil service in 1891 when the Protectorate was founded were four who were recruited specifically to supervise public works. All were soldiers members of the Royal Engineers but they were recruited not for military purposes but because of their engineering skills. Lieutenant Bertram Sclater was appointed as Surveyor, Roadmaker and Commandant of the Constabulary with the task of supervising the building of the police barracks, roads and bridges of the country. His role as Commandant of the Constabulary was important because he was to depend heavily on the use of convict labour for his work. He was assisted by three non-commissioned officers: George Hoare, William Fletcher and one other whose name we unfortunately do not know. These four men formed the original staff of the Public Works Department and they began their work mainly road-making very soon after their arrival in the country.
