Since defence alliances had been the fundamental aspect of Pakistan-US ties, Washington's receeding interest in the alliances under the altered international climate as well as the pacts' failure to serve as a credible deterrent against external aggression have affected the overall pattern of their bilateral relations. Although the special relationship between the two countries had virtually come to an end following the termination of the military assistance programme under the 1967 arms policy, Pakistan's association with the bilateral security pacts and CENTO had begun to appear anachronistic in the wake of the developments of the seventies. The US President, Richard Nixon's sympathetic attitude and his much publicised 'tilt' during the 1971 Indo-Pakistan War proved of little consequence in so far as the latter's military position vis-a-vis India was concerned. That Washington was not much concerned about the maintenance of territorial integrity of East and West Pakistan was borne out by the administration's omissions and commissions.
