- W161705610 abstract "Can trade unions in authoritarian settings — such as in China — act on behalf of the workers? And what is the impact of trade union work on actual labor conditions? This paper examines China’s development of collective wage consultation and negotiation system since the 2000s and shows that the official All-China Federation of Trade Unions (ACFTU) and its union branches at the local level have not only helped expand the coverage of collective wage consultation and negotiation system but also helped improve labor protection without gaining autonomy from the Chinese Communist Party (CCP). Rising labor unrest in recent years has induced the CCP to empower the ACFTU and its union branches to carry out pro-labor measures such as collective wage consultations and negotiations. Using an inter-provincial data I compiled from official statistical sources as well as interviews I conducted during 12 months of dissertation field research in China, I found the following: the more empowered the unions are over labor protection, the wider the coverage of collective wage consultation system is. The wider the coverage of the system, the higher the real wages are." @default.
