- W162002973 abstract "This paper survey demographic and socioeconomic changes that are reshaping the fortunes of small communities in the US and some of the policy issues they will pose. Local population change has always confronted nonmetropolitan communities with problems. Such communities with usually limited facilities and financial resources find it especially difficult to deal with rapid growth or decline or a switch from one to the other. With the reduction of federal intervention in local affirs small communities now enjoy greater antonomy but at the cost of reduced federal aid. Rapidly growing communities need to consider 1) how much local population growth is desirable 2) whether growth and its effects are predictable and 3) how much growth will cost and who should pay for it. Declining communities need to consider 1) how local facilities and services can be scaled down in an orderly fashion and 2) how to decide on cut-backs. All communities need to consider 1) whether there are predictable changes in service demand as population grows or declines 2) what types of economic growth are best in an area and 3) how to equip themselves to plan for change. As local governments find themselves challenged to move under their own power in directions of their own choice all will need navigational assistance to help them chart a course that is realistic and desired. A rural development strategy should provide that guidance and direction." @default.
