Most of the population under study trace their origins to an experiment in social engineering by the then fledgling Northern Territory Government. The belief was that in the absence of a host community of Vietnamese the new arrivals would need to compete successfully with locals, and that they would do so, provided that they approximated the social and demographic mix of their hosts.Classic studies of migration and ethnicity, from both the Australian and the American/British traditions, inform this study, as well as the more contemporary sociological and anthropological works dealing with issues of identity, replacement and ontological security which are also central to the theme.A critical question taken up in the thesis is the value of Darwin as a small isolated location in examining the Vietnamese diaspora nationally and internationally. Does Darwin, in virtue of its size and location, have something to offer the anthropologist in terms of visibility of social issues? Is a distinct process that occurs by stages or does it differ from individual to individual? If it does so differ, what is the value of community, and what can really be understood by this term? What is the evidence to be drawn from this study, that migrants maintain their identity, and what, in fact, would it mean to do so? Are Darwin's Vietnamese then a challenge to traditional, anthropological paradigms? These are fundamental questions, which are posed and to some extent answered in the course of this thesis.In 1988, when I commenced my fieldwork, Vietnamese refugees were still arriving in Australia and in Darwin itself from the camps in Malaysia, Indonesia and Thailand. The Orderly Departure Programme from Vietnam was progressively introduced over the next few years, providing for Vietnamese to join relatives in Australia, but it was not until 1990 that the refugee camps in the countries of first asylum for refugees began to close. By then, Vietnam had started to open its doors to tourists and gradually Vietnamese from Australia started to return for brief holidays to their birthplace. This of course is a paradox in the case of the refugee, in contrast to the voluntary migrant.One of the further dimensions and potential strengths of this thesis is its longitudinal nature. All individual Vietnamese refugees and migrants are necessarily changing in individual ways, depending upon their backgrounds, expectations and unique experiences in the processes of migration to and settlement in Darwin. Darwin itself is simultaneously changing with them, as is Vietnam, which is not the same country that the refugees left fifteen to twenty years ago. But that original, structured intake has nevertheless coloured the Vietnamese experience in Darwin, in that arrivals and departures in the years since 1981 have been, in some degree, a reaction to that base population. Emphasis is placed throughout on the differences inherent among the Vietnamese: it is argued that there is no monolithic Vietnamese community as such which brings with it norms of behaviour and categorical determinants to which these individuals in Darwin are therefore expected to conform. It will become evident during the course of this work that tensions have arisen within the local population over the issue of returning to Vietnam, with some leaving town because of the bad feeling generated, while others actually set up reciprocal businesses in Vietnam. Vietnam has changed: it is not the society that the refugees left behind; nor are they the same people. Australia has changed too - because of them and in relation to them. These are all elements that are readily apparent in a small population in a small, isolated city and these factors will emerge strongly throughout the thesis to emphasise the underlying theme of differences among this migrant population." @default.
