National Science Foundation has its own high-speed network called the vBNS (very high-speed Backbone Network Service). An insider at a large Internet2 university said he thought that several major institutions were involved in an Internet3 kind of project - presumably creating an even faster network. What's going on here? What does all this mean for K-12 education? Will there ever be an InternetE - an Internet for education? Internet2 project officially started in October 1996, when 34 research universities banded together to build a next-generation Internet that would be 100 to 1,000 times faster than the existing Internet. member institutions each pledged something like $50,000 per year to the project, agreed to let the project use their high-speed hardware, and promised to assign up to three people to the project. Universities such as these have pretty good connections: they are politically astute, they partner with big corporations, they know people high up in the government (e.g., the President), and they are adept at getting money from the National Science Foundation. By October 1997, Internet2 had grown to 116 member institutions with well in excess of $50 million per year in committed funding.(1) As of May 1997, 53 of the Internet2 universities had received an NSF High Performance Connection Grant. In addition, the group had eight corporate partners, each contributing more than a million dollars.(2) Here are a few of the details on Internet2, taken from the frequently asked questions (FAQs) at its Web site. Will Internet2 replace the current Internet? Internet2 will not replace the current Internet, nor is it a goal of Internet2 to build a new network. Initially, Internet2 will make use of existing national networks, such as the National Science Foundation's vBNS. Eventually, Internet2 will use other high-speed networks to connect all of its members to one another and to other research organizations. . . . Internet2 will not replace current Internet services for members, other organizations, or individuals. Member institutions have pledged to use existing Internet services for all network traffic that is not related to Internet2. Other organizations and individuals will continue to use existing Internet services from commercial providers for applications like e-mail, the World Wide Web, and newsgroups. How will Internet2 be different from the current Internet? Aside from the much faster networks that will be used by Internet2, the applications developed will use a whole set of network tools that do not currently exist. For example, one of these tools is commonly known as guarantees. Currently, all information on the Internet is given about the same priority as it is passed along the network from one computer to another. Quality-of-Service would allow applications to request a specific amount of bandwidth or priority for themselves. This would allow two computers running an application like tele-immersion to communicate at the high speeds required for real-time interaction. At the same time, a less network-intensive application like the World Wide Web would only need the speed required for it to operate smoothly. It is important to realize that the difference in speed will provide much more than just a faster Word Wide Web. It is envisioned that the 100 to 1,000 times faster network will enable applications that will change the way people work and interact through computers.
