• W165759563 abstract "This paper describes how, in 2004, Capital Metro Transit Authority (CMTA) of Austin, Texas was experiencing bus fleet reliability issues. The miles between mechanical road calls were at 2,500 and the average age of the fleet was less than 6 years. A decision was made to embark on an aggressive goal of improving bus reliability. Staffing and preventative maintenance (PM) were the focus. The Preventative Maintenance Inspection program was first addressed. An exhausting review was done on what exactly was required by the manufacturer, and then coupled with best practices; a rigorous inspection program was instituted. Mechanic staffing was analyzed for availability and productivity. The quantity of mechanics was increased to an appropriate ratio of mechanics per 100,000 miles. Then the schedules were adjusted to have the workforce available when the buses were available. The results were monitored closely to see the effects of these changes. The monitoring found that there were some individual buses that were now operating PM to PM without failures. The paper also discovered that if a bus went to the shop once, it went many times, for the same type of failure. A door problem that required the bus to be worked on once resulted in several to many times it having to be worked on. Our analysis showed that it was several areas of the bus that would almost always result in multiple attempts to fix the problem, such as doors, engine overheating, and battery/charging problems. Most repair tasks had been completed successfully with satisfactory workmanship; however the correct repair was not performed. The repeat repairs were clogging the shop with wasted time for repairs that should have been done correctly the first time. It became clear that the mechanics had good skills at making repairs and replacing parts, however the problem persisted because the root cause was not identified by the mechanic. Repair and maintenance knowledge wasn’t a major concern because the mechanics had received training in these areas from several sources, including the OEM and a mechanic training school, knowledgeable with transit. The on site training school had been training for almost 10 years. What was found to be missing was a specific comprehensive diagnostic procedure for the systems on our fleet of buses. Something to follow that would result in the mechanic finding the source of the problem. The needed diagnostic routine was not to be found in the manufacturer’s manuals. There were of course lists of things that could cause the problem, however there was not a sequence of tasks.
