Since these managers have introduced participatory management as standard practice in making decisions relating to the operations of their organizations, staff members are finding that they need to understand more managerial concepts. Among these are concepts and definitions associated with the purchasing process. Most purchasing activities, with the exception of books and related materials, are coordinated by a central purchasing agent or office of the parent organization or entity in which libraries and information centers are a part. However, this does not preclude many of the activities associated with the purchasing function being shared by the central purchasing agent with librarians or information personnel. Bids and contracts are considered by most purchasing professionals to be two of the major elements of the purchasing process. Therefore, the purposes of this article are to provide a conceptual understanding of bids and contracts and to provide a set of guidelines for competitive bidding and contracts." @default.
