- W167658051 abstract "The primary objective of this Report is to examine how the performance of Export Processing Zones (EPZs) and Industrial Zones (IZs) in Vietnam has been affected by the three factors - the international environment, domestic conditions and the State using the model of performance proposed by Yuan and Eden (1992). This objective is motivated by the fact that there has been a lack of efforts at developing a model that would relate the performance of the country's EPZs and IZs in a predictable fashion to certain economic, political, and social variables. The model is thought to be essential to policy makers and administrators in Vietnam in order to improve the competitiveness of the zones. In order to examine the relationships between the performance of the zones and the three factors, the Report employed a multiple case study approach with the number of cases of four. Data for these case studies came from different sources: interviews by the author during a fieldwork in Vietnam, archival records, industrial publications and documents. The Report's findings showed that the international environment is likely to affect the performance of the EPZs and IZs in Vietnam if the environment is defined as the countries in East Asia and South East Asia. The rest of the world represents a non-binding constraint to the industry's performance. It is also found that domestic conditions and the State play a key role in determining the performance of the zones. The Report has a number of implications for practice. First, based on the understanding gained from this Report, the State should set clearly defined and realistic objectives for the EPZs and IZs, taking into account the environment and domestic conditions. The development of EPZs and IZs should be place under an overall national industrialisation policy. Second, the State must review both the international and domestic economic situations periodically and make policy changes if necessary so that EPZ development contributes to, rather than contradicts, the overall economic objectives of the country. Third, private sector should be encouraged to involve in the process of EPZ and IZ development. The Report has identified several areas for future research. For example, wider studies could be conducted to specifically measure how the external and internal factors have determined the performance of IZs and EPZs in Vietnam by using quantitative research methods such as multiple regression analysis." @default.
