- W1692674927 abstract "The starting point of this discussion paper is an idea developed by Fritz Scharpf stat-ing that welfare state institutions condition the evolution of different service sectors. This idea is put into a new theoretical context and thereafter tested empirically with the help of a data set containing 14 OECD countries over the time span of 20 years. As a first step, the paper discusses traditional socio-economic determinants and their impact on service sector employment. Next, a set of those determinants are intro-duced that may be derived from the idea of different welfare state regimes. The paper exhibits a couple of time-variant institutional indicators and links these indica-tors to the theoretical discussion. Most importantly, so-called passive welfare states with a high proportion of financial transfers to households and an intermediate de-gree of centralisation in the wage-bargaining system should show serious deficiencies in their employment performance of service sectors. The econometric estimations show that this is indeed the case for the transfer system, but less so for the case of the wage-bargaining system. Finally, the paper shows with the help of simultaneous equations that private service sectors mutually reinforce each other, whereas public services mainly crowd private services out." @default.
