Readers of that book could only hope that Luibheid would continue to chart the intricate intersections between a state’s immigration and naturalization system with its anxieties about the sexual trappings of those belonging or seeking belonging in that state. Pregnant on Arrival will not disappoint eager readers. The migration context has changed, yet Luibheid’s empirical rigor and incisive critique remain forceful and exacting. The context of Pregnant on Arrival is Ireland during the height of neoliberalism’s global staging. Neoliberal ideology, we learn in this monograph, mobilizes around concerns about migration and sexuality. The “Celtic Tiger” is no exception. Although Ireland is often thought of as a country of emigration, in the 1990s Ireland began to experience an influx of what Luibheid cleverly calls “in-migration.” At first migrants—largely from the United Kingdom, the United States, and countries of the European Union—were welcomed due to the state’s high-tech labor demands in line with becoming Europe’s economic miracle. With the millennial shift came shifting migration patterns. Those in-migrating were no longer arriving from economically advantaged parts of the world. Irish state officials got increasingly nervous. Of particular concern were asylum seekers who came to Ireland to claim refugee status. Luibheid’s monograph takes readers into the heart of this political-economic activity and the resulting shift in national and state sentiment toward migrants. We learn that it is not the migrant subject per se, but the childbearing migrant subject who bears the brunt of “villainization” and surveillance in the state.
