This paper explores the questions: the structure of the school and classroom have the potential to encourage the development of democratic citizens? and Is a school or a classroom organized in an authoritarian manner less likely to encourage the development of skills and attitudes that are democ?htic? by making assumptions that how individuals conduct classroom instruction and provide opportunities to practice participation and structure power relations in the school have important consequences in promoting a culture of democracy.
