The promise of an additional quarterbillion cut in expenditure through governmental (blessed word) and perhaps two hundred millions more through federal salary reductions and post-office savings falls gratefully on the ear of the harassed taxpayer as he hands in the check that represents his liability on the shrunken income of the past year, and he thinks a bit wearily that if only the state and city would do half as well as the federal government there might be a chance for prosperity to return next year. By tradition and training he is likely to look on government as an expensive and wasteful, though probably necessary, evil, an organization that is inefficient and dishonest by comparison with the efficient and honest agencies of private business. Indeed, it is scarcely an exaggeration to say that this is the typical American view. Anything that cuts taxes, therefore, is ipso facto a good thing. To spend less money on government is self-evident economy. But be it said flatly, to start with, that such a view is no less than silly. For economy is not so simple. To take an illustration, the proposed savings in the federal budget enumerated above mean at least four quite different things. First, the pension cut takes purchasing power out of the hands of veterans by leaving it in the hands and pockets of taxpayers, whoever they happen to be. In refusing to bow in the temple before the great graven image of the veteran vote the President showed admirable political courage, but that fact proves nothing one way or the other about the economic results of his order. Second, government reorganization may mean a dozen different things at best, true economy in the performance of increased service with the existing equipment and personnel or in the rendering of existing" @default.
