- W174707680 abstract "The basis of this study was an action research project that was aimed to answer the question: 'How to improve the implementation of the CBNRM project in the province of Ratanakiri, Cambodia?' The answers formulated to above question are recommendations for improving the implementation of a participatory Community Based Natural Resources Management (CBNRM) project, in indigenous communities in Ratanakiri province, which are embedded in hierarchical and top down governance systems. The recommendations are also expected to contribute to the development of the theory and practice of the application of CBNRM in indigenous communities, which will be useful to community development workers implementing community based programs and projects under similar conditions. The approach of Action Research methodology was used. The reason for choosing Action Research was because this methodology was able to give an emergent yet critical method for engaging with a complex problem that had no clear solution (Dick, 2002, 2004). The Action Research model (plan-act-observe-reflect) of Kemmis & McTaggart (1988) was adopted, with some modifications. The modified Action Research cycle was based on cycles of: Rationale – Plan – Methods - Results - Learnings. The CBNRM was adopted by the Royal Government of Cambodia (RGC) as one of many mechanisms aimed at supporting the promotion of decentralization and deconcentration reforms in the country. CBNRM is also seen as a potential approach for confronting social and environmental issues, including the mismanagement of forestry resources that threaten the country‟s forests, together with the lives and livelihoods of the people who are heavily reliant on those resources, such as indigenous peoples, particularly those living in Ratanakiri province. In the province of Ratanakiri, CBNRM was identified as a suitable approach for addressing indigenous peoples problems relating to the loss of access, control and management, of their traditional territories, these issues largely being the result of increasing development investment in the province, with related economic land concessions to local and foreign business interests, and the illicit acquisition of indigenous peoples‟ lands by rich and powerful people in the country. In the province of Ratanakiri and Cambodia as a whole, hierarchical and top down governance systems are practiced, which present a significant challenge to the implementation of CBNRM, in which participation and cooperation is a key element. The fundamental concept of a CBNRM is that it promotes peoples‟ empowerment, local peoples‟ participation in decision making, and giving local people a central role, responsibilities and control, in the management of the natural resources in their localities. Despite constraints, the study was able to establish that there are opportunities and leverage points for the implementation of a participatory CBNRM approach within hierarchical and top down governance systems. The key components to achieving this include: (i) gaining the support of key decision makers and engaging, consulting, and keeping them informed in all stages of all processes; (ii) understanding the context and adopting a range of roles, to respond to multiple realities, which in turn, improve the ability to relate and respond to complex situations and diverse project stakeholders interests; and (iii) promoting local capacity building through employing a range of capacity building strategies. It was established that key to improving the implementation of CBNRM was the creation of conditions that enable indigenous peoples to become equal partners in the implementation of CBNRM. One important condition in achieving this, is the granting of indigenous peoples rights to their traditional territories, attaining land tenure security, and backing this up with policies to legitimize their rights; these components need to be combined with changes in the hierarchical and top down governance systems that are practiced in the province and throughout the country. Without these changes, it would be very difficult to successfully implement CBNRM. This conclusion is supported by the results of this study." @default.
