- W17692916 abstract "The International Commission on Missing Persons (ICMP) was created in 1996, following the G-7 Summit in Lyon, France, to address the issue of persons missing as a result of the different conflicts relevant to Bosnia and Herzegovina, the Republic of Croatia, and Serbia and Montenegro between 1991 and 1995. In 1999 and 2001, ICMP expanded its operations to address missing persons cases from Kosovo and the Former Yugoslav Republic of Macedonia, respectively. ICMP endeavors to secure the cooperation of governments and other authorities in locating and identifying missing persons and to assist them in doing so. ICMP also supports the work of other organizations in their efforts, encourages public involvement in its activities, and contributes to the development of appropriate expressions of commemoration and tribute to the missing. Within ICMP, the Forensic Science Department (FSD) is responsible for developing, implementing, and managing the technical processes of assisting governments in exhumations, examinations, and identifications of the missing. The FSD established the use of a population-based, DNA-led system of identifications, which matches blood samples collected from family members of missing persons to bone samples from exhumed mortal remains. It is estimated that as many as 40,000 people went missing as a result of the recent conflicts in the former Yugoslavia. As such a large number of individuals had never before been identified with a DNA-led approach, ICMP pioneered a high-throughput system, based in the affected regions. This strategy has made the DNA-led identification program feasible by reducing the cost. In addition, it has augmented the scientific capacity of the countries in the Balkans affected by the conflicts and created an interdependent system in the region that incorporates and trains local scientists under a multi-ethnic umbrella.
