• W1785191710 abstract "En el presente articulo se expone un breviario de las acciones suscitadas en materia ambiental y orientadas hacia el cambio climatico emprendidas desde la decada de los 60´s en el ambito internacional cuando los problemas en la salud de las personas ocasionados por la contaminacion propiciaron que en la Conferencia de las Naciones Unidas sobre el Medio Ambiente de 1972 se exhortara a emprender acciones encaminadas a la conservacion y mejoramiento del ambiente; paralelamente, durante la decada de los 80´s se realizaron importantes aportaciones cientificas respecto al cambio climatico, al conjugarse el avance cientifico, la preocupacion social y el interes gubernamental hicieron posible la convergencia hacia la solucion compartida al cambio climatico; a traves de la Convencion Marco de las Naciones Unidas, los paises partes firmaron un acuerdo multilateral y abierto a la comunidad internacional, que tiene como objetivo la estabilizacion de los gases de efecto invernadero (GEI), en su instrumento subsidiario, el protocolo de Kyoto se acordo la reduccion de las emisiones de seis GEI de por lo menos el 5% en el periodo 2008-2012, en comparacion a las emisiones del ano 1990; en diciembre de 2012 en Doha (Qatar), se amplio el periodo de compromiso del protocolo de Kyoto para el periodo 2013-2020. Pese al posible debilitamiento de este acuerdo internacional por la ausencia de paises como Japon, Rusia, Canada y la nunca ratificacion de Estados Unidos; en Mexico el tema se ha fortalecido con la implementacion de la Estrategia Nacional de Cambio Climatico y la publicacion el 6 de junio de 2012 de la Ley General de Cambio Climatico, la cual tiene por objeto: garantizar el derecho a un medio ambiente sano, regular las emisiones de gases y compuestos de efecto invernadero, regular las acciones de mitigacion y adaptacion al cambio climatico y reducir la vulnerabilidad de las poblacion y los ecosistemas del pais frente a los efectos adversos del cambio climatico. Abstract In the present article presents a breviary of actions arising in environmental and climate change oriented undertaken since the early 60's in the international arena when problems in the health of people caused by pollution caused that in the United Nations Conference on Environment 1972 be urged to take action to preserve and improve the environment; parallel, during the decade of the 80's there was significant scientific contributions on climate change, when combined the advance scientific, social concern and the government's interest made possible the convergence towards shared solution to climate change through the UNFCCC United Nations, the countries signed a multilateral parties open to the international community, which aims to stabilization of greenhouse gases (GHG) in its subsidiary instrument, the Kyoto Protocol was agreed to reduce emissions of six greenhouse gases by at least 5% in the period 2008-2012, compared to emissions of 1990 and in December 2012 in Doha (Qatar), expanded the commitment period of the Kyoto Protocol for the period 2013-2020. Despite the possible weakening of this international agreement by the absence of countries like Japan, Russia, Canada and the United States never ratified, in Mexico the issue has been strengthened with the implementation of the National Climate Change Strategy and publication 6 June 2012 Climate Change Act, which aims to: ensure the right to a healthy environment, regulate emissions and greenhouse compounds, regulate actions to mitigate and adapt to climate change and reduce vulnerability of people and ecosystems of the country against the adverse effects of climate change.
