- W1803496784 abstract "Scholars frequently cite women's lack of political ambition as an important factor in their political under-representation. Current research indicates that once in office, women have similar levels of ambition as men (Epstein, Niemi and Powell 2005). Similarly, scholars find that women in office are just as likely as men are to say that their primary motivation for running is their political career (Dolan and Ford 1998). Most of this research focuses on state legislators, but do the conclusions drawn in those contexts hold true for lower political offices?In this paper, I explore how women and men in small Iowa towns approach politics at the local level. This context may give us different results than we have seen at higher levels of government. Different types of candidates run for office at the local level because of the “volunteer” nature of small town city council work. Council members do not address the kind of partisan issues that might attract career politicians or even political activists.Using surveys gathered by researchers from Iowa State University and the University of Iowa, this paper focuses on three questions related to a council member’s attitude towards their work on the council. First, are men and women equally eager to run for office? Second, do men and women express the same motivations behind running for office? Third, do women and men spend similar amounts of time working on council business?I find that women and men in local offices largely share the same lack of ambition and similar motivations for running for office. For both men and women, civic duty and community service were the two most important reasons to run. The reasons to serve given by council members are more akin to early studies of women in elective office. Women said they sought office because they had a kind of public spirit or “moral calling” to fix politics (Kirkpatrick 1974, 73-74).I also find that there are important differences between councilmen and councilwomen that indicate women are more likely to express reluctance to serving in office; but this reluctance is a consequence of where women are more likely to serve. I find that women are more likely to say they ran because no one else would and that they would have stepped aside if there had been another good candidate. The more women serving on a town council, the more likely both female and male council members expressed reluctance in running for office. Although these town councils consist of volunteers, women are less likely to win office where the position is more desirable. I find that while in office female council members report working fewer hours on council business than male councils members do and discuss council business less often. This is in keeping with early research that characterized many women in office as less than full participants in legislative business (Diamond 1977).
