- W182807001 abstract "This article provides background and comment on the management of the South Yorks motorway maintenance contract, which was awarded for the first time to private consultants in 1986. The network maintained consists primarily of 140 km of dual three lane and two lane motorways with hard-shoulders, with attendant slip roads at 18 junctions. There are 141 bridges, including a 1030 m long double deck viaduct. Average daily traffic flows on the network range from 20000 to 68000 vehicles, with about 30% heavy goods vehicles, and peak flows exceed 75000 vehicles/day. Two term contracts were awarded after competitive tendering; the main winter activity was precautionary salting when icing conditions threatened, followed by snow ploughing and some snow blowing during snowfall. Winter maintenance costs in the second contract were reduced to 40% of the previous contract for a national average season. The contractor has abandoned the practice of subletting sections of routine operations and has moved to a multi functional workforce, giving flexibility to respond to demand and reducing overheads. The Police are satisfied that the new practices maintain safety on the road network. Main conclusions are: (1) Contracting out of winter routine maintenance alone would almost certainly be expensive. Within a package of general routine maintenance, however, it can be an economical proposition; (2) Under UK contracting conditions a 2-3 year period for a term contract is satisfactory. A longer period would be necessary where the Contractor is required to provide major items of plant; (3) A Bill of Quantities is the preferred format for the contract. It encourages competitive tendering and realistic pricing by providing tenderers with a reasonable indication of the likely mix and volume of work; (4) Initially, Contractors' prices may be higher. Subsequently, with the spread of knowledge and experience within the contracting industry, they are likely to fall; (5) The contracting out of winter routine maintenance does not preclude the provision of a highly professional level of service, responsive to the changing demands of road and weather conditions, and (6) For successful operation of contracting out good management control by the Consultants and a cooperative working relationship between Consultant and Contractor are essential.
