Sir David Hannay is a British diplomat who served as Ambassador and permanent representative to the United Nations from 1990 to 1995. In this capacity he represented the United Kingdom in the Security Council during Saddam Hussein's 1990 invasion of Kuwait. In 1996 he was reassigned and appointed Special Representative for Cyprus, serving in this capacity until 2003 when he became a member of the United Nations High Level Panel on Threats, Challenges and Change which prepared a report on the subject for Secretary-General Kofi Annan.Sir Hannay entered the British Diplomatic Service at the age of 34, with placements in Tehran and Kabul, and later in the foreign office in London in the Eastern Department. He was appointed second Secretary and then first Secretary of the United Kingdom Delegation to the European Community in 1965. In 1970, he was appointed first Secretary to the United Kingdom negotiating team for entry into the European Community. From 1973 to 1977, he held the post of Chef de Cabinet; and then Assistant Under-Secretary of State (European Community) at the Foreign Office from 1979-1984.Sir Hannay was serving as Special Envoy to Cyprus at the time of the interview, conducted on 21 September 2000. He provided insight to the development of the United Nations Special Commission (UNSCOM), which was set up to ensure Iraqi compliance with policies concerning the production and use of weapons of mass destruction." @default.
