The groups shared common goals of strengthening inter and intra community unity and local indigenous culture and of emphasizing education. The initiatives were motivated by concern for declining productivity lack of credit an ineffectual marketing system repression insecurity of land tenure and threatened cultural environment. Environmental concerns as such were important but not the critical concerns. Simple solutions to ecological deterioration were not viable when longterm security of livelihood and maintenance of an adequate standard of living were in question. The demands were for social justice a ecodevelopment approach which was culturally sensitive and the right to self-determination. These efforts reflect examples of people taking control of their lives shaping their future and challenging a system that has not brought them advantages. One project the San Juan Mixtepec project evolved in Oaxaca Mexico among indigenous people who relied on rain fed subsistence agriculture for their livelihood. The region is characterized as one of the poorest in Mexico; the administration was fragmented and local finance was poor. Top-down decision-making was highly centralized at the regional and federal government levels; regulations were not readily understood by the local population. State-led development programs had operated since the 1970s without improvement in the conditions of the poor community participation or resource management. The highlands project area led to total erosion of 25% of the area with an additional 20% in an advanced stages of erosion; water was scarce. One small scale project was initiated to improve farming techniques and the environment. The other project was a much broader form of activism within the Union of Indigenous Communities of the Northern Isthmus (UCIZONI) along trans-Mexico railway lines and roads. Both cases used local-level knowledge and activism to gain political power and control over resources. Initiatives were varied highly location-specific and determined by local and regional contexts. Both examples show that local participation in resource management is insufficient when it exists without local-level control over natural resources." @default.
