- W190523740 abstract "This chapter argues that terrorist tactics and strategy challenge all 'legitimate' politics and that those who utilize or are toying with the use of such tactics need to be dissuaded in the most energetic and imaginative ways possible. In terms of behavioral modification, however, it is argued that most of the existing coercive or violent tactics for dealing with this problem are having exactly the opposite effect. Far from de-legitimating terror the violent responses to terrorism are generating more 'blowback' than positive results, and are unintentionally legitimating the use of violence as an acceptable tool of politics. The messages being sent to terrorist organizations are that might equals right; the militarily powerful set political agendas, and more worryingly is the fact that democratic politics are set aside in the face of 'exceptional emergencies.' Since the US has now decided that the 'exceptional emergency' of terrorist threats is going to last decades, this is a very deliberate challenge to those seeking more collaborative problem-solving orientations to the issues generating terrorist tactics. Unless the course of the war on terror is changed, there will be pathological consequences for years to come. In this chapter I argue for a general de-legitimation of all violence - except in selfdefense - and for effective controls on state power (especially executive power). I want to argue that war and violence have no place in contemporary geo-politics and that no state has the right to pursue a war of choice. Only when courageous political leaders start de-legitimating the use of all violence, pursue non-offensive defense policies and only use the military in self-defense will the right signals be sent to terrorist organizations. Only then will citizens be empowered to constrain the use of violence and marginalize those who choose violent political means over more nonviolent political methods.
