- W191475215 abstract "Traffic signals are considered to be a critical element of the surface transportation system essential to sustain urban areas in the US. Proper utilization of the overall transportation system requires efficient management of the traffic signal network. Efficient management calls for traffic engineers and administrators to: (1) maintain optimal timing of traffic signals; (2) install needed physical improvements to provide for signal progression; (3) utilize available computer programs to develop signal timing plans, operate systems, and develop plans; (4) operate signals in a flashing mode during periods of low traffic volumes; (5) remove unneeded signals. The Federal Highway Administration (FHWA) is promoting these activities nationwide, providing federal funding of up to 100 percent of the costs of such projects to states and local communities, and providing technical assistance wherever needed.
