For generations an obdurate system of caste has maintained in unstable equilibrium a population of over two-and-a-half million Europeans, themselves divided into Englishand Dutch-speaking segments, and some nine-and-a-half -million divided three ways into full-blooded Negro Natives, of which there are more than eight million, colored mixed-bloods and a small but problemraising faction of Hindu East Indians. But now recent legislation of the Nationalist Government, amounting to a rigid enforcement act of caste legislation for which no precedent can be found in the twentieth century, with the possible exception of Hitlerian Germany threatens to bring South Africa's racial situation, already regarded as the world's worst, to a critically explosive danger point. In proclaiming this new racial order, the South African government has deliberately chosen to become the bitter-end champions of white supremacy, to make the die-hard last stand of racism. Three separate enactments the Immorality Amendment Act, the Mixed Marriages Act and the Group Areas Act rushed through parliament by Dr. Malan's government, are the legal base for this thoroughgoing system of caste and racist segregation. Under them, all groups are rigidly circumscribed in their economic, educational, social and cultural living in such ways that, in addition to greater restrictions for all non-Europeans, the personal and public life of every citizen, white, black, colored or Indian, is rigidly prescribed.
