She interrupts Carol Masterson, her teacher, who is giving instructions for writing assignment to her seventh-grade reading class at Coats Middle School.(*) Ms. Masterson, I need to go now, Sabrina Smith says haltingly, as her right hand operates the control to direct her electric wheelchair to the hallway door. Okay, Sabrina, Masterson says. She knows Sabrina is physically unable to wait until later to go to the bathroom. She tells the other 35 students in class to begin writing on the assignment and walks quickly down the hall in pursuit of Sabrina. We don't even know what we're supposed to write about yet! says Sal Rio, tall boy who sits near the front, as Masterson walks by. Just write, Sal, Masterson responds. Just write. The Setting: Coats Middle School From the middle of August 1993 to the end of March 1994, we observed Carol Masterson's classroom at Coats Middle School, public school in southeastern suburb of large city in Texas. Coats serves diverse student body from the middle-class neighborhood in which it is located and from nearby public housing project. During the year that we were there, approximately 40% of Coats students were white, 40% were Hispanic, 15% were African American, and 5% were Asian American. Coats opened to larger-than-expected enrollment in the fall of 1993 (1,300 students), while funding cuts by the state legislature had forced the district to eliminate 15 teaching positions at the school. The principal, Burdet Williams, has been at Coats for four years. In 1992-93, Coats won an Excellence Award from the Texas Education Agency for its outstanding performance as middle school, the only secondary school in the city to receive such an award. Like many schools across the country, Coats is mainstreaming almost all students into its classes. Among the population at Coats are ADHD (attention deficit, hyperactivity disorder), ADD (attention deficit disorder), ED (emotionally disturbed), LD (learning disabled), blind, and physically handicapped (including wheelchair-bound) students. Students may also be classified as Code 504 -- having a physical or mental impairment which substantially limits major life activity such as learning, self-care, walking, seeing, hearing, speaking, breathing, working, and performing manual tasks -- designation that means that students receive modified assignments and attention but do not qualify for the special education classification. Seventy-five students are enrolled in at Coats; 15 others have been classified as Code 504. While teachers at Coats are able to identify students because teachers must follow IEPs (individualized programs) for them, attend meetings related to their needs, and keep up with various paperwork, the administration and the counseling office have chosen to limit teacher access to the files of and Code 504 students. Principal Williams often stated to teachers, We must not have lower expectations for these children. To help lower the failure rate of students, Coats implemented new program called Content Mastery (CM). Williams assigned two full-time teachers, both certified in education, to the school's CM center. During the year that we studied Coats, the program worked like this: students went to their assigned classes, and then, after their teachers had given instructions and made assignments, the students who needed help left their regular classes and went to the CM center, where they received individual help with their work. …" @default.
