Theoretical Background of this paper is in feminists’ argument on welfare state. Since 1990s, gender perspectives on welfare state began to flourish. In the first part of this paper, I organize the suggestions by feminists on welfare policy. Adding up the arguments about gender balanced welfare policy, we can clearly see how feminists strived to form a framework for analyzing the gender content of the policy. However, even though there are a lot of conceptual work and argument about what is a gender balanced policy, there is no suggesting of the measuring the gender aspect of welfare state. On the second part, I show how OECD had been working on building index measuring gender. Gender index that OECD is making is not yet published material, rather a working on subject. I add four measurements to existing two index, GEI2007 and GID2006 based on the feminists argument mentioned in the first part. On the third section of the paper, a measurement tool called ‘Gender Index’ which is a combination of GEI2007 and GID2006 and additional index made based on the gender perspective is suggested. Gender Index is composed of six categories each having about four subcategories.
