This constraint says that the model which predicts a larger value of ${mathrm{tan}}^{2}{ensuremath{theta}}_{12}$ at ${M}_{R}$ than the experimental value is excluded. In particular, the bimaximal mixing scheme at the ${M}_{R}$ scale is excluded from the experimental value ${mathrm{tan}}^{2}{ensuremath{theta}}_{ensuremath{bigodot}}<1.$ In this model, $|{V}_{13}|$ and a Dirac phase at ${m}_{Z}$ which are induced radiatively may not be small." @default.
