The paper examines the usefulness of labeling theory in explaining the relationship between the distribution of medical manpower and rates of “blindness.” If, as labeling theory suggests, deviance is in the “eye of the beholder,” it is reasonable to expect that rates of deviance will depend, in part, on the number of official “beholders” in the community. In New York State, all physicians and optometrists are required, by law, to report the names of blind patients to the state Department of Social Services. The results of a multivariate analysis indicate that rates of medical manpower have a small, but statistically significant effect on county rates of blindness. Rates of medical manpower, however, do not have a similar effect on most other measures of county mortality and morbidity.
