Inresponse to this volatile situation of strikes and militancy, the federal governmentexperimented with concepts intended to foster improved cooperation between labour andcapital. From this emerged one of the most successful and enduring cooperativeinitiatives, known as Labour-Management Production Committees (LMPcs). These committeeswere first deployed against the critical wartime problems of worker absenteeismand low industrial productivity. LMPCS were to function as conduits for the exchange of'productivity information' between workers and management in a manner thatcomplimented, but did not usurp, established collective bargaining procedures. ForCanadians emerging triumphant from a destructive global conflict, this postwar'social contract' proved highly seductive. Over time, the mandate of most committeesbroadened to include issues such as health and safety and the quality of workinglife. By tracing the history of this cooperative venture, we may discover how collectivebargainingprocedures were successfully inculcated into the workplace, understand theappeal of the male breadwinner model, and, more broadly, learn how LMPCS helped toconsolidate a new era of routine state intervention under the rubric of cooperation. Therhetoric touting 'teamwork' and 'harmony' served to reinforce an activebut rigidly circumscribed sphere for labour's actions. In the end, contentious issuesof workplace control or class solidarity were shunted aside in the rush to consumerismthat formed the basis for the 'postwar compromise' in Canada." @default.
