It is susceptible to the rhetoric and mythology of politics, to chauvinism and xenophobia, and the invocation of particular demons and poster children. However, to be done properly it must account for technological change and the economic and social implications of change. It should analyze, synthesize, and extract conclusions with parsimonious elegance. The results should be lucid and compelling. Yet this is rarely the case. Most policymakers imagine that innovators live in a diametrically different cognitive space. From a distant perspective, technological information is precise, unambiguous, cumulative, and easily verified or disproved. Information aggregates into knowledge, and knowledge accumulates ad infinitum in orderly transparent databases. Innovation is linear and knowledge is Newtonian. Ideas create inventions, which are patented and turned into products. Patents and products trade freely on open markets. From their perspective, nothing is new about innovation. However, policymakers understand that something new has happened to information because they see it in the Internet. They recognize that information is now global and instantly accessible. They see the ease of making perfect copies because their children do it. Computers and the Internet make the intangible, whether pornography or scientific information, real and worthy of their attention. Yet as the Internet boomed and commanded public attention in the late 1990s, leading policymakers were decidedly schizophrenic about their role. On the one hand, they espoused principles of nonintervention, claiming that the government was ill equipped to make policy decisions under such volatile, technology and market-driven conditions.
