- W1974510763 abstract "Over 30% of the 590,000 bridges in the USA are considered substandard. As a result of this situation, the US Congress passed the Intermodal Surface Transportation Efficiency Act (ISTEA) in 1991, so that bridge management became a recommended, if not mandatory, requirement of all state departments of transportation. Over a period of several years, the bridge program package PONTIS was developed under the guidance of a task force, representing AASHTO (American Association of State Highway and Transportation Officials), and adopted for implementation by a majority of states. The current NCHRP (National Cooperative Highway Research Program) Project 12-43 is developing an algorithm and software for life-cycle costs analysis. Although the technical and analytical aspects of bridge management have advanced, major problems persist. To illustrate the current status of these issues at the level of practical application, this article examines the 847 bridges managed by the Department of Transportation (DOT) of the City of New York, and the development of bridge management there. It considers the following aspects: (1) management structure; (2) bridge deterioration rates; (3) bridge maintenance scope; (4) bridge maintenance cost; and (5) the treatment of unique structures." @default.
